TM 9-2320-364-20-2 2-856      5.  CODE 21:  THROTTLE SENSOR INOPERATIVE (CONT). 4. Replace DDEC II ECM (Para 7-56) or DDEC III ECM (Para 7-57).  Verify repair, go to Step 6 of this Fault. YES NO “CHECK TRANS” light ON. “DO NOT SHIFT” light OFF. “DO NOT SHIFT” light will not   go out at start up. Transmission shifts delayed or   hard. Throttle position sensor  OK. Wire 908 OK. Wire(s) 104, 106A and 124 OK. DDEC ECM faulty. Throttle position control faulty. Transmission ECU faulty. KNOWN INFO POSSIBLE PROBLEMS TEST OPTIONS REASON FOR QUESTION Voltage test. STE/ICE-R #89. If there is no pulse modulated signal count from throttle position control module M4 terminal B to transmission ECU, ATEC ECU will register a code 21 fault. WARNING Are 9.0 to 10.5 vdc measured on wire 908 at TPC module? Read   WARNING on Page 2-857
