AFMAN 24-204(I)/TM 38-250/NAVSUP PUB 505/MCO P4030.19H/ DLAI 4145.3 49 11 DECEMBER 2001 A4.5.   Hazardous  Substances.   Table  A4.3  identifies  materials  that  are  designated  hazardous  substances  under Section 101 (14) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).  See attachment  1  for  a  detailed  definition  of  a  hazardous  substance.    Ensure  review  of  table  A4.3  to  determine  if  a material is a hazardous substance. - Determine  if  the  material  is  a  hazardous  substance  by  identifying  the  reportable  quantity  (RQ)  in  table A4.3.    The  RQ  is  used  to  determine  if  material  is  a  hazardous  substance.  The  material  is  a  hazardous substance if the amount in one package equal or exceeds the RQ quantity.  Table A4.3 specifies, in pounds and  kilograms,  the  minimum  quantity  of  the  material  that  constitutes  an  RQ.    For  example:    sodium arsenate (RQ-1.0/0.454) means the RQ is 1.0 pounds or 0.454 kilograms. - A substance or solution is a "hazardous substance" when the concentration by weight equals or exceeds the concentration listed in figure A1.1. - If the technical name of the hazardous substance appears in table A4.1, then the technical name is the PSN. If  the  hazardous  substance  does  not  appear  in  table  A4.1  and  is  not  a  forbidden  material,  select  an appropriate  generic  (N.O.S.)  PSN.    Specify  the  technical  name  in  parenthesis  after  the  PSN.    See attachment 17 for certification requirements. - For Radionuclides, see 49 CFR 172.101, Appendix A.
