a. Since telecommunications and spectrum management are vitally
important to the national security, the position of Assistant
Secretary of Defense (Telecommunications) has been established.
The
Assistant Secretary of Defense (Telecommunications) is the principal
staff assistant to the Secretary of Defense on telecommunications
matters.
b. The Assistant Secretary of Defense (Telecommunications) serves
as a focal point for coordinating telecommunications policy within
the Department of Defense and with organizations that interface with
the Department of Defense on telecommunications matters.
He is
responsible for reviewing and monitoring policies, plans, programs,
and budgets for telecommunications within the Department of Defense.
17. The Military Communications-Electronics Board.
a. The Military Communications-Electronics Board within the
Department of Defense, is the primary agency for coordination of
military communications-electronics matters among Department of
Defense components, between the Department of Defense and other
governmental departments and agencies, and between the Department of
Defense and representatives of foreign nations. Formally established
in 1958, the Military Communications-Electronics Board functions
under the policies and directives of the Secretary of Defense and the
Joint Chiefs of Staff, acting under the Secretary of Defense. It is
responsible for providing Department of Defense guidance and
direction in the preparation and coordination of detailed and
technical joint and combined directives and agreements in various
communications-electronics activities, including the authorization of
spectrum
allotments
of
resources
allotted
by
Office
of
Telecommunications Policy to Department of Defense.
b. The membership of the Military Communications-Electronics
Board consist of the Director, Defense Communications Agency, who is
chairman; the Director, Communications-Electronics (J-6) of the joint
staff; the Assistant Chief of Staff for Communications-Electronics
(J-6) of the joint staff; The Assistant Chief of Staff for
Communications-Electronics, United States Army; The Director of Naval
Communications, United States Navy; The Director of Communications
and Control and Communications, United States Air Force; The Chief,
Communications-Electronics, United States Marine Corps; and a
representative of the Director, National Security Agency.
c. The Military Communications-Electronics Board has established
a number of panels to assist in accomplishing its mission.
