SAFETY AND OCCUPATIONAL HEALTH MANAGEMENT  PRINCIPLES

Develops   and   administers   safety   award programs,  and  recommends  final  selection  of winning  units Reviews and evaluates selected system safety engineering requirements on new systems or major  systems  modifications Maintains a recognized data repository covering each  dive  made  by  U.S.  Navy  divers,  and provides information based upon analysis of this data;  conducts  divers’  safety  surveys  and publishes  information  concerning  diving  safety to  forces  afloat Makes  appropriate  and  timely  recommendations to  the  Chief  of  Naval  Operations,  Commandant of  the  Marine  Corps,  or  other  subordinate commands on remedial actions required in the interest  of  readiness  through  safety Ensures, unless otherwise directed, the Safety Center’s  responsibilities  do  not  include  nuclear propulsion and nuclear weapons A  Naval  Safety  Center  investigation  is  conducted independently  of  a  command  safety  investigation  or  a JAG Manual investigation.  Normally,  investigations  are conducted  when  the  following  mishaps  are  involved: Aircraft  damage  that  involves  loss  of  life  or damage to new models of aircraft Shipboard   fires   and   explosions,   collisions, grounding,  and  major  machinery  derangements Safety   Center   investigations,   local   safety investigations,  JAG  Manual  investigations,  mishap  and injury  reports,  casualty  reports  (CASREPs),  safety surveys,  and  patrol  reports  provide  the  Safety  Center with various types of safety information. The Naval Safety Center uses automatic data processing (ADP) equipment   to   process   and   categorize   this   safety information. It analyzes the information to find mishap causes and to see where unsafe conditions and mishap trends exist. The Safety Center sends the results of these investigations  to  the  levels  of  command  and  elements  of the Navy to which they apply. Those commands and elements of the Navy can then setup preventive safety measures. SAFETY  PERIODICALS Operating   forces,   Shore   Establishments,   and commanders receive mishap prevention information through  the  following  periodicals: ·   Approach: The Naval Aviation Safety Review is published monthly for the professional benefit of all levels of naval aviation. It contains articles on flight operations,  commentaries,  and  short  features,  all relative  to  mishap  prevention. · Fathom:  The  Surface  Ship  and  Submarine Safety   Review   is  published  quarterly  for  the professional  benefit  of  all  hands.  It  presents  the  most accurate information currently available on the subject of shipboard mishap prevention. · Navy Lifeline: The Naval Safety Journal presents information currently available on the subject of environmental and occupational safety. It is published bimonthly. · Weekly Summary of Major Aircraft Mishaps provides  mishap  briefs,  statistics,  discussions,  and safety  tips.  It  is  published  weekly. · Ships Safety Bulletin contains articles on shipboard  safety  problems,  trends,  mishap  briefs,  and statistics. It is published monthly and is occasionally published as a special issue on a single topic. · Flash, a monthly mishap prevention bulletin, provides  a  summary  of  research  from  selected  reports of submarine hazards. It is intended to give advance coverage  of  safety-related  information  while  reducing individual  reading  time. · Mech/Maintenance  Crossfeed  contains  notes directed toward the solution of aircraft maintenance and material problems. It deals with specific areas such as airframes, armament, and avionics and is published bimonthly. · Emergency Airborne Escape Summary, an annual  publication,  presents  a  breakdown  of  ejections and bailouts occurring during the previous calendar year. It notifies various agencies of naval aircraft escape systems  usage. · Driver is a traffic safety magazine for military drivers.  It  is  published  monthly  by  the  Air  Force Inspection  and  Safety  Center  in  cooperation  with  the Naval  Safety  Center. The Naval Safety Center issues mishap prevention information through the following materials: · Posters concerning aviation safety, surface ship and submarine safety, safe driving, and general safety 5-3
