CHAPTER 5 SAFETY AND TRAINING LEARNING  OBJECTIVES Upon completion of this chapter, you should be able to do the following: State the purpose and function of the senior enlisted member of the command safety council. Recognize  the  procedures  used  to  organize, schedule,   and   evaluate   safety   and   inspection programs. Identify the procedures used to advise the safety officer  on  matters  pertaining  to  the  Navy Occupational   Safety   and   Health   Deficiency Abatement  Plan  (NAVOSHDAP). Explain the procedures used to develop and monitor safety  and  inspection  programs. Describe  the  procedures  used  to  develop  and monitor  training  programs. State the duties and responsibilities of the planning board  for  training. 7. 8. 9. 10. 11. Describe  the  procedures  used  to  contribute  to  and monitor  the  command  indoctrination  and  training programs. Identify  special,  Navy  enlisted  classification,  and rating-related  training  requirements;  and  describe the procedures used to request school quotas. Identify   the   procedures   used   to   monitor   the completion   of   personnel   advancement requirements  (PARs)  within  a  division  or department. The primary goal of the Navy’s safety program and training program is to enhance the operational readiness of  the  command.  These  programs  compliment  each other with survival being the final goal. In this chapter you will learn the importance of organizing, monitoring, and maintaining records of safety performance and achievement. SAFETY Safety  in  the  Navy  requires  an  effective  and aggressive  occupational  safety  and  health  program.  The program  should  enhance  operational  readiness  and mission accomplishment to the maximum. Navy safety programs are designed to create and maintain safe and healthful working conditions for military and civilian personnel. The   Navy   Occupational   Safety   and   Health (NAVOSH) Program is carried out through the use of the  chain  of  command.  The  Chief  of  Naval  Operations (CNO) directs the NAVOSH Program. The NAVOSH Program  applies  to  all  military  and  civilian  personnel (including   off-duty   military   personnel)   and nonappropriated  fund  personnel  as  well  as  materials. The program is in effect afloat and ashore, on and off naval  installations.  All  Navy  dependents  and  civilian personnel  on  naval  shore  installations  or  embarked  in naval  ships  or  aircraft  must  follow  NAVOSH  program directives. THE NAVAL SAFETY CENTER On 2 June 1973, Commander, Naval Safety Center (COMNAVSAFECEN),   was   designated   the   CNO Safety Coordinator (OP-09F) in charge of centralized management of all safety efforts. This action made the mission of the Naval Safety Center more specific. The CNO Safety Coordinator, who reports directly to the Vice Chief of Naval Operations, performs the following functions: 5-1
