The   Integrity   and   Efficiency   (I   &   E)   Program carries   out   the   Department   of   the   Navy’s   policy   to detect,  deter,  and  eliminate  fraud,  waste,  abuse,  and mismanagement.  The  terms   fraud,   waste,   abuse,  and mismanagement  are defined as follows: Fraud.   Fraud   is   intentional   misleading   or   deceitful conduct   that   deprives   the   government   of   its resources or rights. Waste.  Waste  is  the  extravagant,  careless,  or  needless expenditure of government resources. Abuse.  Abuse is the intentional wrongful or improper use of government resources. Mismanagement.   Mismanagement   is   to   manage incompetently or dishonestly.
